Ready to roam? Travel restrictions disappear as openness returns to pre-pandemic levels

Madrid.- UN Tourism has released its latest Tourism Visa Openness report on global visa policies, revealing continuous shifts in international travel regulations.

The report sheds light on the evolving landscape of travel facilitation. It includes the Tourism Visa Openness Index that measures the degree to which destinations facilitate tourism and how open a country is in terms of visa facilitation for tourism purposes.

Also, mobility scores are included to indicate to the extent to which citizens around the world are subject to visa policies, as well as an in-depth analysis of the reciprocity of visa policies.

Key findings include1:

Regional openness scores:

• Return to pre-pandemic openness: Destinations’ openness to international travel has rebounded to pre-pandemic levels following the lifting of COVID-19 related travel restrictions. As a consequence of the pandemic, new forms of travel facilitation, such as “nomadic visas”, also appeared.

• Decline in traditional visa requirements: Fewer people worldwide now require a traditional visa to travel, falling from 77% in 2008 to 59% in 2018, and then to 47% in 2023.

• Visa-exempt travel: 21% of the world population do not need any form of visa, an increase from 17% in 2008 and 20% in 2018.

• Visa on arrival: 14% of the world population can apply for visa on arrival, an increase from 6% in 2008. and 15% in 2018.

• eVisas: 18% of the world population can apply for eVisas, an increase from 3% in 2013 and 7% in 2018.

The report looks at visa regulations for tourism by region, highlighting:

• Asia and the Pacific had the highest openness score of all world regions.

• The most open sub-regions are South East Asia, East Africa and the Caribbean.

• The greatest increase in openness since the last report in 2018 was observed in South Asia and West Africa.

• The most restrictive regions remain Central and North Africa, North America and Northern and Western Europe.

• Visa exemptions are particularly prevalent in the Caribbean and Central America.

• Visa on arrival policies is common in East Africa, South Asia, South East Asia and West Africa.

• Traditional visa requests in the Middle East decreased from 71% of the global population in 2015 to 57% in 2023.

• eVisas are prevalent in West and East Africa and South Asia.

Recommendations for streamlined travel

The report underscores the pivotal role of visa policy improvements in fostering tourism growth. Key recommendations include increased integration of tourism perspectives into visa strategies, targeted visa-exemption programs for low-risk traveler markets and expanded visa on arrival facilities.

In addition, clear communication on visa policies is vital, along with a streamlined visa application process, accelerated processing times and optimized entry procedures for an enhanced visitor experience.

Dominican Republic stands out at Foodex 2024

Japan.- The Export and Investment Center of the Dominican Republic (ProDominicana) showcased a notable presence at Foodex 2024, Japan’s premier international food and beverage fair.

Biviana Riveiro Disla, Executive Director of ProDominicana, emphasized the significance of agroindustrial producers from the Dominican Republic entering Asian markets as a crucial component of the country’s export diversification strategy.

Participation in this international fair underscores the ongoing commitment of the Dominican government to foster the development and promotion of key economic sectors, with the overarching goal of diversifying exports and fostering sustainable economic growth.

Riveiro shared that in recent years, the Japanese market has emerged as a vital destination for Dominican exports, reaching a sum of USD$176.7 million for the period 2020-2023. This represents a remarkable accumulated growth of 165.32% compared to the period 2016-2019, driven by the diversification of the exportable supply, particularly in cocoa beans, medical instruments and devices, medical devices, and ferronickel.

The trade exchange between the Dominican Republic and Japan for the annual period 2020-2023 reached USD$1,723.9 million, indicating a 10% growth compared to the 2016-2019 period.

During the mission, Marcial Smester, the Investment Director of ProDominicana, engaged in various meetings, notably with executives from Toyota Tsusho Corporation, exploring opportunities in vehicle manufacturing and the energy sector, specifically renewable energy. Meetings with executives from Mitsubishi Corporation also took place, covering diverse areas including manufacturing, energy, and infrastructure projects.

A noteworthy part of the delegation’s visit was to the Dominican Embassy in Japan, coordinated by Ambassador Robert Takata. The Dominican Embassy organized an investment seminar, presenting investment opportunities in the Dominican Republic, along with the launch of the Dominican Republic Investment Guide in Japanese.

The delegation delved into discussions on significant topics such as mass mobility projects and infrastructure through public-private alliances (PPP). Meetings with ProDominicana’s counterpart agency in Japan, JETRO, were also conducted to explore collaboration and discuss the signing of a memorandum of understanding (MOU) between the parties.

Furthermore, the delegation met with The Japan Chamber of Commerce and Industry and The Tokyo Chamber of Commerce and Industry, presenting the benefits and investment opportunities that the Dominican Republic can offer to their members, which constitute the majority of companies in Japan, with a membership base of 3.8 million.

Puerto Plata continues cruise success with 59 ships

Puerto Plata, DR.- Atahualpa Paulino, the Northern Regional Director of the Ministry of Tourism, has revealed that Puerto Plata is set to welcome a total of 59 cruise ships, operating through the Amber Cove and Taino Bay tourist ports.

The distribution of these cruise ship arrivals will be divided, with 24 scheduled for Amber Cove and 35 for Taino Bay during this period, as highlighted by Paulino.

This influx positions Puerto Plata as an increasingly alluring tourist destination in the Caribbean. The city not only attracts international visitors but also garners attention from cruise ships that recognize the beauty and potential of this gem in the northern region.

The presence of 59 cruise ships in the upcoming season underscores Puerto Plata’s standing as a distinguished tourist port and a preferred choice for enthusiasts of cruise travel.

Dominican senate delegation heads to Washington for 10th Summit of the Americas preparations

Washington.- A delegation of senators, led by Senate President Ricardo de los Santos, has traveled to Washington, United States, to receive the parliamentary command for the 10th Summit of the Americas scheduled to take place in Punta Cana in 2025. This historic summit will witness the first-time visit of a North American president to the Dominican Republic and is set to be attended by 35 leaders and congressmen from across the Americas.

The senatorial delegation, in addition to President de los Santos, includes Senators Carlos Gómez (Espaillat-PRM) and José del Castillo Saviñón (Barahona-PLD). They are set to participate in the Parliamentarians of the Americas (ParlAméricas) meeting from March 11 to 14 in Washington.

The agenda for the visit involves high-level meetings and dialogue sessions with the Organization of American States (OAS), the United States Congress, and U.S. partners. The primary goal is to further strengthen institutional relations between the OAS and ParlAméricas, foster connections with their counterparts in the United States Congress, and advance preparations for the official parliamentary meeting of the 10th Summit of the Americas to be hosted in Punta Cana.

Berlín.- On the inaugural day of the ITB Berlin fair on Tuesday, March 5, Minister David Collado engaged in a series of meetings and negotiations with various airlines, aiming to establish direct flight connections between Germany and the Dominican Republic. These efforts form a crucial component of strategies devised to fortify the Dominican tourism sector within these markets.

Key agreements were reached with Condor Airline, committing to nine weekly flights from Frankfurt that will serve Punta Cana, Santo Domingo, and Puerto Plata. Discover Airlines pledged five weekly flights from Frankfurt to Punta Cana, while Edelwisse Air committed to three weekly flights connecting Zurich to Puerto Plata and Punta Cana.

Berlín.- Once again, the Dominican Republic’s presence at the historically renowned ITB, considered the world’s largest tourism fair, stood out prominently. Its vibrant illumination and musical ambiance made it one of the standout exhibits at the entire event, particularly in the American section. In contrast to the less visually engaging displays of neighboring countries like Mexico, Cuba, and Jamaica, as well as Costa Rica, Aruba, and Barbados, the Dominican exhibition space captured significant attention.

However, the 2024 edition of ITB in Berlin, which commenced on Tuesday, has confirmed a continued decline in attendance compared to the resurgence observed in 2023 after a four-year hiatus due to the pandemic. Despite attributing the lower attendance in 2023 to the hiatus, this year’s edition has emphasized the diminishing interest of some participants who find the wear and cost of attendance less justified.

Punta Cana surpasses Cancun in preference among argentine tourists

Punta Cana.- The Caribbean remains a preferred vacation destination for Argentines, maintaining its position in the top 3 favorite destinations. According to the Travel Services agency, January accounted for 45% of total trips, February for 30%, and March, at present, stands at 25%.

Maria Montez Airport to become key economic hub in Southwest

Barahona, DR.– The María Montez International Airport in Barahona will become an important hub for tourism and economic development in the Southwest region with new initiatives promoted by the Dominican Government, which include the expansion and remodeling of the terminal to operate as an air bridge in the initial phase of the tourist launch of Pedernales and as an aeronautical maintenance center for the Boeing company.

Participating as an exhibitor in the first edition of the Expo Turismo y Atracciones “Por Amor a Barahona” event, journalist Luis José Chávez stated that after 28 years of its inauguration, the María Montez International Airport will cease to be a “white elephant” –not reaching its potential– and will operate as an aeronautical complex with a strong economic impact throughout the region.

Chávez, who represented the general director of the Dominican Civil Aviation Institute (IDAC), Héctor Porcella, said that the administration of President Luis Abinader has reached an agreement with Aeropuertos Dominicanos (AERODOM) to adapt the airport terminal to operate as an air bridge with Pedernales to receive tourists who will be arriving at the new hotel projects in Cabo Rojo in the coming months.

“The Government and AERODOM expect that, during the construction phase of the Cabo Rojo International Airport, which will take 3 to 4 years, the María Montez Airport will be able to receive tourists on international charter flights to be transferred in comfortable buses to the new destination of Pedernales, a journey that should be a pleasant experience due to the multiple attractions offered by the South Coast,” said Chávez.

He indicated that an authorized source from AERODOM has confirmed that work has already begun on improving the María Montez Airport so that the first flights with international tourists for the Cabo Rojo hotels can be received by the end of the year.

He estimated that with these operations, a dynamism will begin that will allow the creation of regular routes for the Barahona destination itself, as the new tourist projects and public and private investments for the so-called Pearl of the South are developed.

Boeing maintenance center

As of June 30, 2023, the funds invested in the tourism sector surpassed 30,000 million pesos, focusing on six provinces: National District, El Seibo, La Altagracia, Pedernales, Samaná, and Santo Domingo.

“Investors have directed significant resources into crucial tourism projects across the Dominican Republic,” highlighted the association. These investments, ranging from the construction of new luxury resorts to the enhancement of existing tourism infrastructure, have played a pivotal role in diversifying offerings and elevating the quality of the tourist experience, as stated by Santiago Sicard, the executive president of ADASAFI.

These funds have been instrumental in the growth and expansion of the country’s tourism sector, reinforcing its status as a leading destination in the Caribbean.

Abinader initiates Duarte Port transformation for cruise ships in Arroyo Barril

Samaná, DR.- The commencement of the conversion of the Duarte port in Arroyo Barril-Samaná into a cruise terminal marked a pivotal moment in the Dominican Republic, initiated by President Luis Abinader. PDAB Port Investments, Sociedad Gestora SA, undertakes this groundbreaking $68 million project, the first of its kind in the country through a public-private alliance contract.

President Abinader, accompanied by the First Lady Raquel Arbaje, Jean Luis Rodríguez of the Dominican Port Authority (APORDOM), Sigmund Freund of the General Directorate of Public-Private Partnerships (DGAPP), Mauricio Hamui of PDAB Port Investments Sociedad Gestora, SA, and various local authorities and business representatives, inaugurated the project.

President Abinader emphasized the transformation of Puerto Duarte de Arroyo Barril into a modern and functional tourist terminal, catering to international trade, cruise ships, and tourism in the Northeast region. Anticipating an initial influx of 300,000 passengers, with a projected annual growth of 25-30%, the President highlighted the success of the public-private alliance model in driving development.

Jean Luis Rodríguez, executive director of APORDOM, emphasized the transparent process that led to the selection of PDAB Port Investments, stating that the cruise terminal symbolizes progress and will significantly benefit the country’s economy and the development of Samaná and its surroundings.

Sigmund Freund underscored the historical significance of this public-private alliance in consigning and transforming a port infrastructure, setting a positive precedent for future projects. Bogota.- La Quinta by Wyndham is set to make its mark in Puerto Plata, bringing a new international brand to the North coast of the Dominican Republic with the addition of 115 rooms to the destination.

The announcement was made during the ANATO 2024 Showcase tourism fair by Edward De Valle, CEO of the De Valle Group, the exclusive owner of the La Quinta franchise and other Wyndham brands in the country. This development is expected to generate 200 direct jobs during the construction phase.

De Valle, expressing enthusiasm, stated, “What better occasion to unveil the construction of our La Quinta Puerto Plata hotel than at this ANATO fair, where the Dominican Republic showcases its commitment to the destination that witnessed the inception of tourism on this beautiful Caribbean island.”

Grand celebration of the 50th Anniversary of the El Dorado Tournament

Santo Domingo.- The Santo Domingo Yacht Club has exciting plans for the grand celebration of the fiftieth edition of the El Dorado tournament, scheduled for Saturday, March 9. This announcement was made on Wednesday night at the Odette restaurant in the capital city.

Battísimo Palamara, the commodore of the club, expressed gratitude to members, local yacht clubs, friends, relatives, and the sports press for their presence at the event. He highlighted the significance of the celebration, as it marks not only the 50th anniversary of the El Dorado tournament but also the 59th anniversary of the Santo Domingo Nautical Club.

Palamara welcomed attendees to the press conference, stating, “We are facing a double celebration with the 50th anniversary of the El Dorado tournament and the 59th anniversary of the Santo Domingo Nautical Club. I hope you can enjoy it as much as possible and that it is as successful as the other events that we usually organize in our club.” He then handed over the floor to director Max Rodríguez.

Director Max Rodríguez expressed gratitude for the opportunity and highlighted the hard work put into bringing the tournament to the level it deserves. Minister Almonte announces updated regulations for solar panel market

Santo Domingo.- Minister of Energy and Mines, Antonio Almonte, has announced that the Superintendency of Electricity (SIE) will release updated regulations for the approval, interconnection, and operation of distributed energy generation facilities in the solar panel market before the end of this semester. Almonte emphasized the necessity for adapting the existing 2012 regulations to the current demands of the growing solar panel market, following consensus among various stakeholders.

Highlighting the surge in demand for solar panels, Almonte stressed the importance of readjusting regulations to ensure effective control and balance in the sector. The upcoming resolutions, developed through international consultations and advice, will address concerns related to over-remuneration and subsidy for customers with solar panels, which has impacted distributors facing losses due to users still connected to the traditional energy system.

Speaking on the El Zol de la Tarde program, Almonte underscored the need for clear and well-established regulations, dismissing speculative statements from companies in the competitive solar panel market. He clarified that the Dominican Government, led by President Luis Abinader, is actively promoting renewable energies at both mega and distributed generation scales, encompassing residential, small business, and industrial installations.

Almonte pointed out that the new regulation will introduce a net billing regime to replace the current net metering system. Under this framework, injected energy will be remunerated at a rate lower than withdrawal prices, and limits will be imposed on injected energy to prioritize the primary objective of distributed generation—self-consumption. This measure aims to discourage the emergence of net suppliers, microgenerators injecting energy into the grid under favorable conditions without intending self-consumption.

Abinader announces daily Caribbean Ferries route connecting San Pedro de Macorís to Puerto Rico

Santo Domingo.- President Luis Abinader has announced the launch of a new Caribbean Ferries route, connecting San Pedro de Macorís in the Dominican Republic to Mayagüez, Puerto Rico, on a daily basis starting from July of this year.

This initiative, spanning 133 nautical miles and lasting six hours, is expected to have a profound impact on the tourism and economy of the Eastern Sultanate. The route will be capable of transporting around 1,000 passengers, 350 vehicles, and 300 containers to the Dominican soil.

The collaboration between the Dominican Port Authority (Apordom) and the Spanish company Balearia, presented at the recent International Tourism Fair (Fitur 2024), aims to transform the Port of San Pedro de Macorís into a hub where cargo and tourism seamlessly coexist between the Dominican Republic and Mayagüez.

Currently, there is an existing ferry route between the Dominican Republic and Puerto Rico, with fixed departures on Tuesdays, Thursdays, and Sundays at 6:00 in the evening. Operated by Ferries del Caribe, these routes travel from San Juan, the Puerto Rican capital, to Santo Domingo on Mondays, Wednesdays, and Sundays at the same specified times.

Collado anticipates record-breaking arrival months in February, March, and April

Santo Domingo.- Tourism Minister David Collado has lauded the advancements in the Dominican Republic’s tourism sector, emphasizing the substantial public investments and consistent tourist influx month after month. Anticipating record-breaking numbers in the early months of the year, Collado expressed confidence in the sector’s firm and robust progress.

Collado highlighted that until 2019, the Dominican Republic’s cumulative growth was 4.6%, slightly below the global growth of 4.8%. However, from 2020 to 2023, while the world experienced an annual decrease of 3.6%, the Dominican Republic maintained a growth rate of 4.2%.

Expressing gratitude for President Abinader’s acknowledgment of the sector’s accountability, Collado declared 2023 as the best year in the history of Dominican tourism. He foresees an exceptionally strong start to 2024, noting that January saw over a million visitors, and February recorded the best February in history.

Collado emphasized that tourism continues to strengthen, with expectations of record-breaking months in February, March, and April. In line with the president’s infrastructure plan, efforts are underway to revitalize all beaches in the country.

The minister highlighted ongoing projects in various locations, including Miches, Macao, Guayacanes I and II, Galera, Palenque, Haina, Los Patos, and Los Quemaítos, underlining the commitment to reclaiming and enhancing the country’s Sun and Beach tourist destination identity. Collado also mentioned the restoration of boardwalks in Santo Domingo, San Pedro, La Romana, Samaná, Cabrera, Montecristi, and Pedernales.

Punta Rucia-Puerto Plata highway nears completion after 40 years

After over 40 years of construction, the Punta Rucia-Puerto Plata highway is set to be completed and handed over to the community in the coming months, as announced by the Minister of Public Works and Communications, Deligne Ascención.

The highway originates in Villa Elisa, on the Duarte-Montecristi highway, extending to La Ensenada beach in Puerto Plata, encompassing a 23-kilometer stretch, with 14 kilometers already paved with asphalt. The remaining sections will undergo grading, followed by the application of the initial asphalt layer.

Initiated during the 12-year governance of Joaquín Balaguer from 1966 to 1978, the project remained unfinished during subsequent administrations led by Antonio Guzmán, Jorge Blanco, Joaquín Balaguer, Leonel Fernández, Hipólito Mejía, and Danilo Medina, according to historical records from local residents.

Ascención emphasized the highway’s significance, enhancing the northern part of Puerto Plata, connecting to tourism destinations such as Cayo Arena, Punta Rucia, and La Ensenada. Additionally, it serves as a crucial communication route with Santiago, the Northwest Line, Valverde, and Montecristi.

Currently, stabilization efforts are underway, starting with the construction of sidewalks within the slope to address erosion and ground conditions. Ascención highlighted the potential for landslides during rare rainfall events, emphasizing the importance of preserving the mountainous terrain, the road, and ensuring the safety of those who traverse it.

The UNWTO is now UN Tourism

Since January of this year, the World Tourism Organization (UNWTO) has introduced a new name and brand: UN Tourism.

The international organization states that this decision marks a new era, emphasizing its role as “the United Nations specialized agency for tourism and the world leader in tourism for development, driving social and economic change to ensure that ‘people and planet’ are at the center of attention.”

According to a statement, the UNWTO engaged a global branding agency to translate its renewed vision for tourism into a new visual identity and brand narrative.

Moving away from acronyms, UN Tourism adopts a more accessible stance, leveraging the strengths of ‘UN,’ signifying authority, and ‘tourism,’ a simple concept universally identifiable.

Supported by the 160 member states worldwide, this change aligns with the evolving needs of the tourism sector, aiming to become a universal catalyst for prosperity.

Zurab Pololikashvili, the secretary-general of the international organization, emphasizes the key objectives of enhancing people’s well-being, safeguarding the natural environment, promoting economic progress, and fostering international harmony.

The organization takes on the role of a sustainable force, now central to many economies, in promoting positive transformations.

The gradual establishment of the new brand will occur across all UN Tourism touchpoints in the coming months, starting with digital channels such as the website, social media accounts, and newsletters. Subsequently, the transition will extend to physical spaces like offices and events, along with elements like reports and office supplies.

According to the first issue of this year’s UN Tourism Barometer, published in January, international tourism reached 88% of pre-pandemic levels in 2023, with an estimated 1.3 billion international arrivals. Subregions such as Southern Mediterranean Europe, the Caribbean, Central America, and Northern Africa have surpassed their arrival levels from 2019.
