Environment starts whale watching season 2022

The Ministry of Environment and Natural Resources officially began the humpback whale watching season (Megaptera Novaeangliae) 2022, with the signing of an inter-institutional agreement that will ensure the proper development of this station and will propose improvements to the management of Banco de la Plata and La Navidad, in addition to the Bay of Samaná, to safeguard human life and ensure the conservation and protection of the sanctuary and the species.

The season of observation of marine mammals, which has been baptized this year as: “A dance that perpetuates the species,” will run from this Saturday, January 15 to Thursday, March 31, for the Bay of Samaná and until Friday, April 15 for the Banco de La Plata in Puerto Plata.

Like last year, the Environment has arranged for the observation season to be carried out under a strict sanitary protocol to avoid the spread of Covid-19 and its variants.

The signing of the Marine Mammal Observation Management Agreement 2022 was signed by the Minister of the Environment, Orlando Jorge Mera; the Ministry of Tourism; The Vice-Admiral of the Navy, Ramón Gustavo Betances; the mayor of Santa Bárbara de Samaná, Nelson Antonio Núñez.

“This year with the day of visitation of the humpback whales, the Dominican Republic dresses again and we hope to have the help of Dominicans, Dominicans and tourists who can take advantage of this magnificent opportunity to see the humpback whales that come to mate here in this area,” said Orlando Jorge Mera

With this agreement, the Management Committee of the Marine Mammal Sanctuary Bancos de La Plata and La Navidad is formed for an observation season where sustainable management instruments are used to guarantee the physical integrity of whales and visitors.

All people who want to participate in this humpback whale watching season can do so from 8:00 in the morning to 4:00 in the afternoon.

The sanitary measures that the Ministry of the Environment has instructed that must continue are the recurrent disinfection of all vessels. In addition to having allegorical signs to the health protocol to prevent the spread of covid-19.

Likewise, the boats must comply with the provisions of the Dominican Armed Forces regarding the capacity of people who can travel, following the guidelines of the Ministry of Health to maintain physical distancing.

Similarly, each of the captains of these ships must provide visitors with disinfectant gel, take the temperature, and ensure a mask.

Vessels operating in the observation areas must also have a communication radius, and when they are vessels smaller than 30 feet in length, all passengers must have their lifeguards on.

Another of the points established to safeguard the life of these mammalian animals is that all vessels must monitor and control compliance with the regulations set for the Observation of Marine Mammals of the Banks of La Plata and La Navidad and in the Bay of Samaná, contained in the Management Plan of the Marine Mammal Sanctuary Bancos de la Plata and La Navidad.

In this whale watching season, unnecessary engine noises, smoke, and honking are not allowed to all boats sailing inside the sanctuary.

On average, the Cirque crew’s space installation for about five months takes nine days to set up and three to dismantle; for this, SD Concerts brought more than a hundred cargo vans to Punta Cana.

Abinader values tourism protocols and rules out confinement

“To those who speak of confinement and going back, that is impossible,” he said.

Highlights efficiency of PCR tests and low percentage of positivity

President Luis Abinader has valued the proper functioning of the health protocols implemented in the tourism sector and the low positivity in visitors who enter the country through the different airports, emphasizing that in the PCR tests that are carried out randomly on tourists, the percentage of positive cases was less than 1% at the end of December.

«At the same time, when visitors leave, they are tested and people who come from various countries that have a special situation such as England or South Africa (from where almost no tourists come) are asked for a PCR test and the vaccination card as well, so we are taking all measures to ensure that we can have a country with safe health, but at the same time that we can continue with our economy, “said the president.

He stated that there are no travel restrictions in 98% of the most critical countries in the world. “Remember that I told you that under special condition,s we should learn to live with Covid, always keeping the precautions in place.”

Abinader explained that the omicron variant is the most contagious and, at the same time, the least dangerous because 97% of the cases are mild and asymptomatic. “There is not a single case reported where the variant has caused a death in the country.”

He recalled that the health cabinet is in constant meetings evaluating the situations that arise and making the appropriate decisions “as has been done from the beginning and that is why the country has one of the lowest mortality rates in the world and we are a benchmark in matter of recovery of the economy and especially in tourism.»

In addition, Abinader emphasized that “to those who speak of confinement and going back, that is impossible because there are neither the conditions nor the need in that sense. The country has suffered a lot, and we can move forward, taking care of our health and also maintaining, as far as possible, normality in all our activities.

The head of state offered these statements, during the presentation of the results at the end of 2021 in the tourism sector, together with the Minister of Tourism, David Collado.

Reactivation of tourism pushes the rescue of 300 thousand jobs in the Dominican Republic

1 in 5 jobs was in hotels, bars, and restaurants

After the excellent performance of tourism in December 2021, the recovery of jobs was one of the focal and critical points dealt with by the authorities for the reactivation of the economy.

In this sense, the Tourism authorities reported that the total recovery of employment exceeds 300,000 places since, on a specific basis, the interannual growth of formal employment in December 2021 was 61% and 5% compared to December 2018.

Likewise, one out of every five formal jobs recovered in the country was in hotels, bars, and restaurants.

In the entire tourism industry, more than 65 thousand formal jobs were recovered throughout 2021, representing an estimated recovery of 91,347 direct informal jobs and 185,000 indirect jobs.

According to the statistics presented by the Tourism Cabinet, 178% of direct formal jobs were recovered as of December 2021 compared to 2020 and corresponded to the lodging sub-sector.

Meanwhile, 144% are food and beverages, 150% to excursions and adventure; 185% to gift shops; and 177% to airlines.

In this sense, Enrique Penson, director of economic studies at the Ministry of Tourism ( Mitur ), indicated that statistics indicate that the reactivation of total formal jobs is at its best and similar to pre-pandemic moments.

Dominican Republic hotels open isolation areas for covid-19

Punta Cana, Dominican Republic
Isolation zones guarded by guards: hotels in the Dominican Republic have conditioned part of their facilities for guests infected with covid-19 to protect their recovered tourist activity, the economy’s primary sector, after the pandemic’s impact in 2020.

This paradisiacal Caribbean country, the destination of millions of people and cruise ships from all over the world, was one of the few that kept its borders open before the arrival of the virus, and the government wants to keep it that way given this alarming increase with the arrival of the omicron variant.

Nearly 5 million tourists visited the Dominican Republic in 2021, double the number in 2020 and 77% of the 6.4 million reported in 2019 before the pandemic began.

According to the government, in December alone, 728,335 non-residents were counted entering the country, a historic high in the Caribbean nation’s monthly tourism rates.

However, some of these tourists have had to face the contagiousness of the coronavirus.

The country is reporting an outbreak of cases with the arrival of omicron, the new variant of the coronavirus, with a record 5,968 infections reported on Friday. A month ago, 254 were reported with high vaccination rates in this country.

In total, there are 444,985, although authorities have emphasized that lethality remains low.

In the province of La Altagracia, which includes Punta Cana, an attractive tourist spot, contagions began to be registered by the hundreds since January 2: 284 on Friday.

“My five-year-old son tested positive (for covid-19), we notified the hotel and they moved us to an area they had set up for confinement,” a Chilean tourist staying at a five-star hotel in this coastal city in the far east of the country, who asked not to be identified, told AFP.

The 40-year-old man, who is visiting the country with nine other people, explained that when they were transferred to the “confinement” area of the hotel, at first only one building was available, but as the days went by, another block was set up.

The rooms are guarded with guards, he said. “We believe they had many people in the same condition,” he stressed.

“Impossible.”

It is unclear how many guests occupy these confinement areas: the hotels prefer to avoid any information mistaken for bad publicity. However, an executive of a major chain commented under reserve that their rates for guests in the isolation area were “laughable.”

The hotel association also did not respond to requests for comment.

Dominican President Luis Abinader ruled out confinement for now. “Going back, that’s impossible,” he said at an official event Thursday. “We are taking all measures to ensure that we can have a country with safe health, but at the same time that we can continue with our economy,” he pointed out.

“We managed to recover and take care of tourism, the economy, jobs, foreign exchange and hope, reaching record numbers of tourists and more than 250,000 jobs in the tourism sector,” he later congratulated himself at a press conference.

Even so, there are criticisms about these measures. For example, the president of the Dominican Medical Association, Senén Caba, criticized the State for its “permissive” behavior with the commercial sector and estimated that the authorities are being “highly complacent,” contributing to increasing the number of contagions.

On Wednesday, the Senate approved a resolution requesting the Ministry of Health to demand PCR tests and evidence of vaccination from all people visiting the country.

“We cannot receive everyone who wants to without any kind of protocol,” said Senator Yván Lorenzo in the Upper House.

However, Joel Santos, hotel businessman, and tourism consultant indicated that precisely the protocol applied in the tourism sector had guaranteed the reported growth.

According to the local press, a cruise ship docked, for example, in Puerto Plata (north) with 146 infected people, most of them being crew members, and the authorities assured that no sick person would get off the ship.

“Tourism is confidence and that manifestation of confidence was transmitted (…) in the countries of origin of tourists who saw that the Dominican Republic took its process seriously,” said Santos.

Senate requests PCR and vaccination card for entry of travelers

The Senate of the Republic approved a resolution requesting the Ministry of Public Health to require PCR-Covid-19 tests and a vaccination card from all visitors to the Dominican territory.

The initiative of Senator  Aris Yván Lorenzo  (PLD, Elías Piña) was voted by the totalitarian quorum of 17 senators present.

The resolution establishes a discriminatory action of the principle of equality enshrined in the Constitution of the Republic that Dominican residents are required to circulate with a vaccination card or negative PCR test. In contrast, these requirements are not required from visitors.

Also, one of its recitals considers that the Dominican Republic received the visit of 4.9 million non-residents in 2021.

It also considers the delta and omicron variants to be highly transmissible.

Yván Lorenzo, at the moment of motivating the vote, reminded his peers that they also have families and, if things are not organized, the “salt may be more expensive than the goat.”

“We can not welcome everyone who wants without any protocol,” said Sen. Elías Piña, according to Diario Libre.

It is recalled that currently, Health authorities randomly apply anticovid tests to travelers at the country’s airport terminals.

WTTC claims to close borders before new omicron variant “does not work”

According to the World Travel and Tourism Council ( WTTC ), the closure of borders in the face of the new omicron variant of Covid-19 does not work, and that added to the lag in vaccination plans in some countries, hinder the recovery of the travel sector and tourism, while delaying the global economic recovery.

Julia Simpson, president and CEO of the WTTC, reiterated that the closure of borders does not work since “the virus does not respect divisions between countries and travelers are tired of the restrictions that continue to change erratically. Let’s base risk around an individual’s health status rather than quentire quarantineountries.”

In addition, she considered it essential to accelerate vaccination plans around the world. “We can’t wait five years for 4 billion people to get their first dose,” she said.

It understands that the risk of the spread of the new “Omicron” strain should be measured around an individual’s health status rather than quarantining entire countries.

“Let’s reinforce the basic biosafety measures. The virus does not respect borders and it is an unprecedented moment for the public and private sectors to walk hand in hand,” said Simpson.

It should be noted that the WTTC offers digital solutions to governments to facilitate the complete reactivation of international travel. The council proposes a unique digital Covid-19 certificate recognized worldwide through a platform where tourists can register it.

For this, the World Health Organization (WHO) and the WTTC request governments to accept the four most used digital covid vaccination certificates: the European Union’s digital Covid certificate, the ICAO’s visible digital seal, DIVOC, and ID cards. SMART health, as proof of Covid-19 status.

Stephanie Kfouri, provincial director of Tourism in Puerto Plata, reported that the arrival of ships in the first week of January 2022 at Amber Cove and Taino Bay cruise terminals stimulates the arrival of visitors to the North of the country.

“Today we have 4 cruise ships in the two terminals,” Kfouri said.

“We have a total of 7,687 cruise passengers and 4,856 crew members, between the two ports,” emphasized Kfouri.

Increase in Covid-19 cases in Dominican Repblic, is it due to omicron variant?

The Ministry of Public Health reported today that the omicron variant of Covid-19 is the predominant one in the country.

The director of Epidemiology offered the informationRonald Skewes, who assured that the variant identified in South Africa had become the dominant one.

The last week of December, 554 cases were processed, of which 36 are delta, and 460 are omicronSkewes said.

The provinces with the highest cases continue to be the National District, Santo Domingo, and Santiago, as they are the most populated in the country.
