Collado attacks the high cost of flights between New York and the Dominican Republic

Santo Domingo.- Minister of Tourism, David Collado, expresses concern over high airfare prices for Dominicans traveling between New York and the Dominican Republic, particularly during the Christmas or summer season. Collado considers these prices to be an “abuse” and believes that the implementation of the Open Skies policy, supported by President Luis Abinader, will lead to cheaper air ticket prices.

Collado emphasizes the importance of free enterprise, competition, and competitiveness, but finds it unfair that Dominicans have to pay exorbitant amounts, such as $1,700, to travel to their home country after working hard in the United States and enduring the cold weather. He specifically mentions the Santiago airport as an example.

The Minister of Tourism expects that the Open Skies policy, similar to the Arajet effect observed in Latin America where ticket prices to the Dominican Republic have decreased, will have a similar impact in the United States. He anticipates greater connectivity and more affordable airfares between the two countries.

Collado made these remarks during an event announcing a new direct flight between Santiago de los Caballeros in the Dominican Republic and Medellín, Colombia, scheduled to begin on July 17th of this year.

Hurricane season 2023 will be “slightly less active than normal”, but you have to prepare

Santo Domingo.- The 2023 hurricane season is approaching for the Dominican Republic, and the National Meteorological Office (Onamet) authorities predict that it will be below normal due to the El Niño phenomenon, which brings severe drought and higher temperatures.

The season will begin on Thursday, June 1, and continue until November 30. Unlike previous years, this year’s projections indicate a slightly less active hurricane season, according to Gloria Ceballos, the director of Onamet.

However, Ceballos advises the population not to become complacent. While a normal season typically consists of fourteen storms, this year’s projection is for thirteen storms. “In other words, the difference is not significant,” explained Ceballos during a press conference held at the Emergency Operations Center (COE) on Wednesday afternoon.

Regarding the El Niño phenomenon, Ceballos mentioned that it is expected to manifest in July, but the strength of its impact remains uncertain among scientists. If it turns out to be weak, with low water temperatures, the cyclonic season would be normal, she added.

In addition to El Niño, another factor to consider is that the temperatures of the Atlantic waters are currently two degrees warmer than usual for this time of year, as explained by the director of Onamet. This warmer water temperature creates favorable conditions for tropical waves to develop into tropical cyclones.

Ceballos reiterated the importance of always being prepared and highlighted an ongoing educational campaign that provides detailed instructions for preparedness during the six months of cyclone threats.

US Embassy in the Dominican Republic welcomes new Chargé d’Affaires Isiah Parnell

Santo Domingo.- The United States Embassy in Santo Domingo announced on Thursday the arrival of diplomat Isiah Parnell, who will be assuming the position of chargé d’affaires. Parnell’s appointment comes approximately two months after the departure of Robert Thomas.

Shortly after his arrival, Parnell held a courtesy meeting with the Minister of Foreign Affairs of the Dominican Republic, Roberto Álvarez. Expressing his pride in leading the mission, Parnell acknowledged the dedicated work of the embassy’s more than 900 employees in strengthening the historically strong ties between the two countries and advancing shared interests.

Isiah Parnell is a senior foreign service career member who joined the State Department in August 1984. Over his nearly 39-year-long career, he has served in eight overseas positions within the Office of African and Western Hemisphere Affairs.

Born in High Springs, Florida, Parnell grew up in a military family, residing on various military bases both in the United States and abroad. This upbringing provided him with exposure to different cultures and instilled a broader worldview. Parnell attended high school in Germany during his father’s military service, and he also lived in different locations such as Fort Dix, New Jersey; Fort Knox, Kentucky; and Fort Bragg, North Carolina.

Parnell holds bachelor’s and master’s degrees in government affairs and economics from the College of William and Mary, as well as a master’s degree in urban planning and economics from Virginia Commonwealth University.

Throughout his career, Parnell has served in various leadership roles at US Embassies in Mexico, Jamaica, Colombia, Kenya, Panama, Trinidad and Tobago, Paraguay, and Ghana.

Parnell’s appointment follows the interim charge d’affaires role held by Minister Counsel Alexander Titolo after the departure of Robert Thomas in March 2023.

World Bank Approves $100 Million to Support the Integration of Social Protection Services, Economic Inclusion, and Resilience in the Dominican Republic

Washington.- The World Bank has approved a US$100 million loan to support the Dominican Republic in improving the efficiency of delivering integrated social protection services and promoting economic inclusion with a focus on youth and households headed by females and increasing the resilience of the vulnerable population while responding promptly and effectively in the wake of a crisis or emergency.

The Dominican Republic has been one of the fastest-growing economies in the region over the last decade. However, there are still significant challenges faced by the poor, especially vulnerable youth and women, who continue to experience unequal human capital investments such as in education and training, and less labor market integration, as 80 percent of those aged 25-54 and the poorest are informally employed. Furthermore, over 40 percent of Dominicans live in vulnerable conditions and are at risk of falling into poverty due to climate-linked impacts and economic shocks.

The Integrated Social Protection, Inclusion and Resilience Project (INSPIRE) will be implemented by the country’s social protection program SUPERATE and it will focus on three areas: (i) costs associated with conditional cash transfers (CCTs) under the program Aliméntate to promote human capital, and emergency cash transfers (Bono de Emergencia) to increase resilience and improve food security and nutrition, which are affected by increasing climate change extreme events; (ii) economic inclusion through training, apprenticeships, and entrepreneurship for disadvantaged youth -promoting the participation of low-income youth and women -who are unemployed or working informally so they can find and retain gainful employment and income generation activities; and (iii) technical assistance to improve the efficiency of the delivery of integrated social protection services, by strengthening the social registry, targeting, and payment.

“The lack of inclusion of women and young people in the Dominican Republic’s 2030 Vision could represent a significant loss for the country’s GDP,” said Alexandria Valerio, World Bank Country Representative for the Dominican Republic. “INSPIRE can help the SUPERATE’s poverty reduction strategy to increase employment and income for women and youth and accelerate economic growth with opportunities for all Dominicans.”

About 1.4 million households currently enrolled in SUPERATE CCTs will benefit from INSPIRE, including around 35,000 young people 18-35 years old from eligible urban municipalities to join the economic inclusion program.

INSPIRE aims to support the Dominican Republic to scale up social protection and improve the resilience of the poorest against shocks.

Airbnb, at full speed in the Dominican Republic: captures almost 60% of accommodations

Santo Domingo.- The tourism industry in the Dominican Republic is experiencing significant growth and has become one of the main contributors to job creation and foreign currency inflows. However, the availability of accommodations has become fragmented due to the impact of platforms like Airbnb, which offer cheaper spaces but may lack the same level of comfort as hotels, particularly for short stays, which are currently in high demand.

According to a recent report by the Ministry of Tourism (Mitur), approximately 59.7% of the lodging room supply in the country is provided through platforms such as Airbnb. This alternative accommodation option has experienced rapid growth over time, as stated in the report.

Considering the data, as of March of this year, there were 99,609 rooms available through Airbnb, out of a total of 166,869 rooms. Therefore, hotels currently have an available room inventory of 67,260.

Official statistics indicate that 4,850 private real estate properties are registered, offering a total of 99,609 rooms for short-term rentals to both domestic and international tourists during seasons when the owners are not occupying them for vacations, according to El Dinero.

Meanwhile, hotel chains have 83,041 registered rooms in the Dominican Republic, according to the latest data published by the Central Bank in 2019. Although the number of rooms may have increased since then, it is believed to be in proportionately lower numbers, and not all rooms are necessarily available for rent.

As a result, the hotel sector is concerned about the competition posed by Airbnb reservations. These unregulated private properties do not pay taxes, operate informally, and can offer accommodations at lower costs, albeit with potentially lower safety and comfort standards for tourists.

According to a report from the Central Bank, in 2021, out of the 3,655,217 foreign tourists who visited the Dominican Republic, 71.4% (2,612,670) stayed in hotels, while 28.5% (1,042,547) opted for alternative accommodations through platforms like Airbnb.

In the case of non-resident Dominicans, who are also considered tourists, only 3.5% (47,004) out of the 1,339,092 who visited in 2021 stayed in hotels, while the remaining 96.5% (1,291,088) chose other options such as relatives’ houses or properties rented through Airbnb. This highlights the significant competition that these platforms pose to hotel chains.

The National Association of Hotels and Restaurants (Asonahores) has proposed to Mitur the need for regulations for Airbnb, not only to address competition concerns but also to ensure the safety of tourists.

Abinader says the Dominican Republic is one of the Latin American countries with the best social security coverage

Santo Domingo.- President Luis Abinader proudly emphasized the significant impact of social policies implemented during his administration, positioning the country as a leader in social security and healthcare coverage in Latin America and the Caribbean. Larger cruise ships bring promising growth to Puerto Plata ports in the Dominican Republic

Puerto Plata, DR.- Jeffrey Rannik, the president of Báez and Rannik shipping company, has highlighted the current trend of larger vessels arriving at the ports of Puerto Plata in the Dominican Republic. According to Rannik, ships that used to accommodate 2,500 passengers a decade ago now carry 5,000 passengers due to their increased size.

During the pandemic, the cruise industry took the opportunity to replace older vessels with newer and larger ones, resulting in increased capacity. Rannik emphasized that this development has had a positive impact on the industry and destinations like Puerto Plata.

Rannik expressed optimism about the upcoming cruise season, citing significant growth in monthly arrivals at the ports of Amber Cove and Taino Bay. Rannik noted that cruise passengers spend an average of $80 to $90 at the destination. With millions of visitors, this contributes significantly to the local economy of Puerto Plata.

Regarding the growth in visitor arrivals, Rannik mentioned that while there are always internal projects for improvements at the ports, the current terminals were designed to support the demand and accommodate the growth experienced over the past several years.

Government announces competitive process to build Amber tourism route

The General Directorate of Public-Private Partnerships (DGAPP) announced the start of the competitive process for the construction of the Amber Highway and for the operation and maintenance of the North Ring Road.

The modern highway, which will connect Santiago and Puerto Plata in less than 30 minutes, and the new financial model includes, in a single circuit, the Amber Highway with the North Ring Road and the Punta Bergantín tourist real estate development project.

The details were presented by the Minister of the Presidency, Joel Santos; the Administrative Minister of the Presidency, José Ignacio Paliza; the Minister of Public Works and Communications, Deligne Ascención; the executive director of RD Vial, Jean Luis Rodriguez; and the executive director of the DGAPP, Sigmund Freund,

The executive director of RD Vial, Jean Luis Rodriguez, emphasized that, as a public trust created to ensure the proper functioning of the Dominican Republic’s road network, the entity focuses on improving interconnectivity, and gave as an example, the construction of this Amber highway, which he said is part of the Government’s effort to offer modern and sustainable road solutions that facilitate safe transit for both cargo and passengers.

He pointed out that the alliance with the private sector will facilitate the financing for the construction of the highway and will ensure its operation and maintenance. However, he indicated that the collection of tolls for both the Ámbar and the Circunvalación Norte will continue to be the responsibility of the RD Vial trust.

Meanwhile, the Minister of Public Works said that the new highway will be 32 kilometers long, starting at the Circunvalación de Santiago and ending in the municipality of Montellano, Puerto Plata. It will have four lanes, two in each direction, two tunnels, and a modern standard road design (comparable to the Autovía del Coral and Circunvalación Santo Domingo).

Deligne Ascención emphasized that the Ámbar will transform the quality of land transportation in the northern region, giving the population the opportunity to travel on a highway with high safety and the productive sectors to circulate on a road with greater traffic and cargo volume capacity.

Sigmund Freund, executive director of the DGAPP, pointed out that the announcement opens the process for national and international companies to present their expressions of interest and credentials in order to be qualified to participate in the awarding process of the project, which has an estimated investment of US$400 million.

He explained that, as promised by President Abinader, they have managed to structure a financial model that avoids the Government assuming a shadow toll, integrating a value proposal that links the construction of the Amber Highway, the Santiago Bypass, and the Punta Bergantín real estate development project in Puerto Plata.

The official called on national construction companies that are committed to continue promoting the development and growth of the country, to participate in this bidding process with the guarantee of a competitive and transparent process.

“For us it is fundamental that Dominican construction companies, which have shown their capabilities for this type of project, participate in this process, which we assure will be a model of public-private partnership that will erase the bad experiences of the past, when we did not yet have Law 47-20, a regulation that is a guarantee of an efficient distribution of risks and an adequate retribution of benefits,” he said.

He emphasized that the construction of the Ámbar is supported by the business sector, both in Santiago and Puerto Plata, because with the operation of this road, a greater economic dynamism will be achieved in the northern region.

He also informed that in the coming weeks a “Roadshow” will be held in the country and internationally to present the project to potential investors and encourage them to participate in this competitive process and that it is expected that by the first quarter of 2024, the work will be awarded.

As required by Law 47-20, on public-private alliances, through paid publications in the media, the DGAPP called “all legal entities, national or foreign, to express interest in order to be eligible to participate in the Selection Process of Awardee Number CNAPP-PSA-2023-0001, regarding the Public-Private Alliance Contract for the Design, Construction, Financing, Operation and Maintenance of the Amber Highway and for the Operation and Maintenance of the North Circunvalación Highway of Santiago”.

The construction of the Amber Highway is a road infrastructure project that will energize the entire northern region of the country, not only promoting the development of tourism but also trade and the transportation of goods.

Air Caraïbes to increase flights between Paris and the Dominican Republic by more than 50%

The airline Air Caraïbes will increase by more than 50% the frequency of its flights between Paris and the Dominican Republic for the 2023-2024 winter season, the French airline and its marketing company in the country, General Air Services, announced on Friday.

To meet the demand of customers who appreciate this tourist destination, the company will offer up to 6,000 weekly seats departing from Paris Orly to Punta Cana and Santo Domingo, says a press release.

“Air Caraïbes has the capacity and the will to maintain links between France and the Dominican Republic. We have worked with the Dominican authorities and met the necessary conditions on both sides to increase our frequencies and allow many French tourists who appreciate this destination to continue traveling” to the Caribbean country, said Air Caraïbes president Marc Rochet.

Air Caraïbes and tour operators are engaged “in a strong partnership aimed at maintaining the level of tourist assistance of French customers to the Dominican Republic”, where the airline “becomes a major player in the face of the country’s goal of exceeding 10 million tourists this year.”

From October 20, 2023, Air Caraïbes will offer a daily flight to the Dominican Republic operated mainly by an Airbus A350-900, and from December 14, 2023, the airline will offer nine weekly flights to this destination.

The route from Paris-Orly to Punta Cana will have a daily non-stop flight, while the route connecting the French capital with Santo Domingo will have two direct flights per week, one via Port-au-Prince (Haiti) and the other via San Salvador (Bahamas), the note notes.

Collado: “Tourism contributes almost 60% of the Dominican Republic economy”

The Minister of Tourism, David Collado, stressed that tourism currently contributes around 60% of the economy of the Dominican Republic.

“It is clearly evidenced that tourism is contributing almost 60% of the economy of our country and that far from tourism being a piña colada or being beach and fun, it is the main industry of the DR,” he said.

He specified that on the subject of air tourism, which is measured by the Central Bank, there is a growth of 36% in relation to 2022, while the world is in recession.

Collado recalled that Héctor Valdez Albizu, governor of the Central Bank, said that tourism is supporting between 25 and 30% of the economy in recent months, according to the program El Gobierno de la Mañana.

He stated that such figures fill him with satisfaction because they have exceeded in many cases his own projections.

“To have numbers higher than our own records for the year 2022 is extremely strong. In 2022 we were competing with the recovery and with the pre-pandemic numbers of 2019, but now we are competing with our administration’s own results,” he added.

Regularization of Airbnb in the Dominican Republic is delayed: Tourism does not specify date

Santo Domingo.- Despite initial hopes to finalize the regularization of Airbnb operations in the Dominican Republic in August 2022, the process remains pending. The Ministry of Tourism (Mitur) continues to work towards formalizing the digital accommodation rental platform, with Minister David Collado expressing optimism about signing an agreement in the coming weeks, as reported by Diario Libre.

While no specific date was provided, Collado stated that the agreement with the Ministry of Tourism includes conditions for Airbnb to formalize its operations in the country. The General Directorate of Internal Taxes (DGII) has also prepared a draft regulation governing the application of the Transfer Tax on Industrialized Goods and Services (ITBIS), which is now with the Executive Branch for review.

Punta Cana, DR.- Deputy Aníbal Díaz stated that the hosting of the 118th Assembly of the Executive Committee of the World Tourism Organization (UNWTO) highlights the Dominican Republic as a prominent tourist attraction on the global stage.

Díaz expressed that in addition to being an important gathering to discuss the state of tourism worldwide, this significant event once again positions the Dominican Republic as a leading tourist destination in the region, capturing the attention of numerous countries.

As the President of the Tourism Commission of the Chamber of Deputies, Díaz supported Minister of Tourism David Collado’s call for a collective solution to the sargassum issue, emphasizing the need for collaboration among countries rather than individual efforts. He stressed that as a powerful tourism nation in the Caribbean, it is crucial to address this challenge collectively to ensure the well-being of the tourism industry in the entire region.

Díaz also recognized the role played by the country’s tourism sector in positioning the Dominican Republic as a viable option for hosting the UNWTO’s world summit. Puerto Plata airport reopens after completing renovation

Puerto Plata, DR.- Siglo XXI Dominican Airports (Aerodom) has announced the reopening of Gregorio Luperón International Airport in Puerto Plata following the successful completion of the second phase of runway repairs and remodeling.

The second phase, which required an investment of over $4.5 million, involved leveling the slabs of the central section of the runway, installing new approach lights and horizontal signaling, and undertaking other works to extend the lifespan of the infrastructure.

The renovated runway was inaugurated with the landing of a private flight from Miami at 7:24 am. JetBlue Flight 627 from New York City and American Airlines Flight 2273 from Miami are among the scheduled flights expected to arrive.

The runway was closed for 10 days to facilitate the major construction project, which included demolishing deteriorated slabs, removing granular material, and installing new 40-centimeter-deep slabs.

The second phase extended the runway by 270 linear meters and 24 meters wide, adding to the intervention carried out in the first phase for a total extension of 570 linear meters. This enhancement increases the runway’s capacity to accommodate larger and heavier aircraft without restrictions.

As part of the project, new horizontal markings were applied throughout the runway, thresholds were repositioned to meet international regulations, and state-of-the-art visual aids, such as PAPI approach lights, were installed by Caribe Services.

The extensive remodeling project, led by the Aerodom Technical Department, involved over 300 workers, including 25 engineers and over 50 technicians who ensured quality throughout the process. Two mobile concrete plants with a capacity of 50 cubic meters per hour were installed inside the airport terminal.

This renovation project is part of Aerodom’s commitment to maintaining the highest operational safety standards across the airports within the VINCI Airports network, including those in Santo Domingo, Puerto Plata, Barahona, and Samaná.

Deputies propose ITBIS refund for tourists to boost consumption

Santo Domingo.- Deputies Orlando Jorge Villegas, Omar Fernández, and Víctor Fadul have introduced a bill aimed at stimulating tourist consumption in the country by implementing a refund system for the tax on the transfer of industrialized goods and services (ITBIS).

Under the proposed initiative, foreign tourists and non-residents who purchase domestically produced or imported goods would be eligible to request a refund of the ITBIS upon their departure from the Dominican Republic. The primary objective of the bill is to encourage tourist spending in local businesses and generate a positive economic impact by creating job opportunities through the multiplier effect.

The legislation highlights that over a dozen countries worldwide have already implemented similar refund systems for tourist taxes, which have successfully increased visitors’ purchasing power and boosted the consumption of goods and services within their respective tourism destinations.

According to the bill, the ITBIS refund for foreign tourists and non-residents would be limited to specific categories of goods outlined in the law, including exportable food and beverages, handicrafts, costume jewelry, textiles, and jewelry, among others.

The proposed legislation will be subject to debate in the National Congress in the upcoming days, with the potential to become law upon approval. If implemented, it is anticipated that the bill will stimulate tourist consumption in the Dominican Republic, thereby generating a significant positive impact on the local economy.

First domestic aerodrome in Caribbean region authorized by Dominican Institute of Civil Aviation

Santo Domingo.- The Dominican Institute of Civil Aviation (IDAC) has officially granted authorization for the operation of the Nisibon AirPark domestic aerodrome, the first of its kind in the Caribbean region. The aerodrome is located on a property spanning 23 million square meters and will feature a real estate project, an adventure park with 13 attractions, an aviators club, and other activities related to the aeronautical sector.

The certificate was presented by IDAC’s interim director general, Héctor Porcella, to Oscar Villanueva, the president of Nisibon AirPark, in the presence of businessmen Fernando Villanueva and Eduardo Read, the president and board member of the Viamar group, respectively. Also in attendance were Víctor Pichardo, the Director of the Airport Department, and Major General Carlos R. Febrillet, the Commander General of the Dominican Republic Air Force.

Porcella stated that the certification of the new aerodrome fully complies with the requirements stipulated in the Dominican Republic’s Civil Aviation Law No. 491-06, following a process that began in 2013. He emphasized that the aeronautical complex aligns with the current prosperous state of civil aviation in the country, driven by the exceptional growth of the national tourism industry and the commitment of President Luis Abinader and Minister David Collado to strengthen investments in strategic sectors of the Dominican economy.

Highlighting the scale of the Oscar Villanueva project, Porcella noted that there is no complex in the country or the region that combines an adventure park, an air community, two theme hotels, 7 kilometers of river, a beach club, and activities centered around a domestic airport, among other attractions.

In addition to the aeronautical facilities and terminal with hangars, the complex will include a real estate development featuring villas equipped with hangars or hangar homes, allowing owners to conveniently store their aircraft on-site.

Situated in the community of Las Lagunas de Nisibón, Higüey, the private capital project is located less than 50 kilometers from Punta Cana and is expected to become one of the main complementary attractions to the renowned tourist destination in the Caribbean region.
